Council Composition - How to Participate
The Council consists of 23 members who are appointed by the Governor for three-year
terms. These individuals must represent a broad range of disabilities and be knowledgeable
about CILs and independent living services. A majority (at least 51 percent) must be
people with disabilities*.
A wide range of disabilities are represented by SILC members. The Council also seeks
representation of unserved and underserved populations, including minority groups (e.g.,
rural populations and people of color).
The People with Disabilities representatives have regional requirements. You
must be a person with a disability applying for the available position in the region in which you live. All other
representative positions are statewide (to anyone in the state) and are not regionally restricted. Use
the nomination form below to apply.
SILC membership categories are:
1. People with disabilities (NOTE: regional requirements)
2. Parents of people with disabilities
3. Advocates for people with disabilities
4. Center for independent living representatives
5. Service providers
6. Private enterprise representatives
7. 121 project director
8. De-facto (nonvoting) members, including representatives from the Idaho Division
of Vocational Rehabilitation, the Idaho Commission for the Blind and Visually Impaired,
the Idaho Department of Health and Welfare and the State Department of Education/Division
of Special Education.

Idaho State Independent Living Council
When a vacancy occurs, the SILC Membership Committee reviews all nomination forms and
recommends to the full Council which candidate it views as the most viable. If the full
Council agrees with the Committee's recommendation, all nomination forms are sent to the
Governor along with the SILC's formal recommendation. The Governor then reviews all of the
candidates and selects and appoints the new Council member.
